South Africa Household Boreholes: What OUTA Says DWS Confirmed
Informational only. This relies on one OUTA press release that reports a written response from the Department of Water and Sanitation (DWS). We did not see the DWS letter.
- Per OUTA, households using borehole water for reasonable domestic purposes are exempt from registration, as are small non-commercial home gardens watered from household boreholes.
- OUTA says there is no prescribed volume threshold. The test is whether the use is reasonable and non-commercial.
- Commercial, agricultural, industrial and other high-volume groundwater users must register with the relevant Catchment Management Agency.
- Voluntarily submitting technical borehole data is encouraged but is separate from the legal registration requirement.
- Municipal by-law borehole requirements are separate from National Water Act registration.
